The issue has been fixed in ArcGIS Maps SDK for .NET 200.5. Refer to the 200.5 release notes to see what's new in 200.5: https://developers.arcgis.com/net/release-notes/release-notes-for-200-5/Workaround
The issue is not reproducible when using ArcGIS Maps SDK for .NET 200.1.
