GeoTIFFs assign incorrect latitude of origin from the custom projection in ArcGIS Pro, thus placing miles away from the actual location. The latitude of origin is one-third of a degree off and consistently places the GeoTIFFs approximately 23 miles off. Workaround

Add the GeoTIFFs with the correct spatial reference first to set the other GeoTIFFs to the correct projections.
