Geoprocessing tools should remember the last location used for input or output parameters.

Workaround

Set the Scratch Workspace (Environment setting) to the desired default location for output datasets. When this environment is set, the default path for outputs will use the specified Scratch Workspace, and clicking 'Browse' will open to that location as well.
