The 'symbology' model parameter is designed to only apply symbology from a .lyrx file, not labels: https://pro.arcgis.com/en/pro-app/help/analysis/geoprocessing/modelbuilder/model-parameters.htm (see section "Model Parameters Properties: Symbology")
