The grid file needed for this transformation is missing. Contact the Canadian government to obtain the file. The contact information is here: https://www.nrcan.gc.ca/earth-sciences/geomatics/geodetic-reference-systems/canadian-spatial-reference-system/9112. If users receive a file named ABCSRSv4.gsb, rename it to ABCSRS.GSB.Workaround
Use ArcGIS Server 10.3.1 or a projection transformation other than 1702 and 1703.
