This issue is addressed in ArcGIS Pro 3.5.Workaround
Reproject the input points to the same coordinate system as the locator used as the Input Address Locator in the Reverse Geocode tool. Then, use the reprojected points as the 'Input Features Class or layer' in the Reverse Geocode tool.
