GeoJSON export using the JSON To Features tool always has the Z-values enabled regardless of whether z coordinates exist in the file.

Additional Information
Null z-values should not impact the work. The tool is not documented to support environments controlling the z-values.Workaround
Export the feature class created to another feature class, and disable the Z-values in the Environment settings.
