Workaround

1. Install GeoEvent Extension after Portal for ArcGIS and ArcGIS for Server are federated. 2. If GeoEvent Processor is installed on a virtual environment such as Azure, this issue may occur again even after doing the first workaround. To address this, set the GeoEvent Processor service in Windows to have a delayed start.
