Duplicate of BUG-000124991: The fix for this issue is included in the upcoming ArcGIS Server 10.7.1 Security Update 2 Patch.

Workaround

In ArcGIS Server 10.7.1 when certificates are updated, only the jre (AO11) folder gets updated.C:\Program Files\ArcGIS\Server\framework\runtime\jre\lib\security\cacertsHowever, GeoAnalytics references the jre8 file which does not get updated when certificates are imported.C:\Program Files\ArcGIS\Server\framework\runtime\jre8\lib\security\cacertsManually copy the cacerts (CA certificates) file from the jre folder and paste it into the jre8 folder. Perform this on the GeoAnalytics Server machine.
