Bug
Generate Tile Cache Tiling Scheme does not properly create the tiling scheme for some coordinate systems and returns a 999999 Error when the XML is processed in the Create Map Tile Package tool.

This issue is addressed in ArcGIS Pro 3.5.Workaround
- Change the data to a different coordinate system, for example, WGS 1984, NAD 1983, and so forth.
- Use the Generate Map Server Cache Tiling Scheme tool to generate the tiling scheme.
