Use for example the Y-value (Advanced Options) 9998100 in the GPT Generate Tile Cache Tiling Scheme.
Or use the GPT: Generate Map Server Cache Tiling Scheme
Create the Tile Cache Tiling Scheme in ArcMap or look there for the correct Tile Origin Y value from the same GPT.
