Additional Information
The composite locator is working as expected based on how the composite locator was configured.
The composite locator contains a selection query for the Gazetteer locator to only match addresses that contain the @ intersection connector ("Address" LIKE '%@%'). Since the second locator does not support intersection addresses, all of the addresses which does not meet the selection criteria are unmatched against the Single House locator.
Locators created with the Create Locator tool in ArcGIS Pro 2.3 creates locators which handle misspellings better.
Workaround
Remove the selection criteria on the composite locator or create a multirole locator with the Create Locator tool, which addresses the unmatched addresses and spelling issues.
