For the LRS dataset, when registering the new LRS networks, these newly created networks do not register as part of the LRS dataset until a new session of ArcGIS Pro is opened.

Workaround
Restarting ArcGIS Pro resolves this issue, and the LRS networks display Location Referencing in the Layer Properties dialog box. It can also be used for other LRS tools.
