Workaround

Directly edit from the attribute table: 

1. Right-click the ParcelsAnno2 annotation layer from the Contents pane > Attribute table. 
2. Double-click on the Text String field to edit the text.

Directly edit text from the map:

1. Select the annotation layer from the Contents pane > Group Anno > ParcelsAnno2.
2. Edit tab on Ribbon > Click Annotation Tool > Select one annotation. 
3. Double-click on the annotation to edit the text.
