Following the ArcGIS Online June 2025 release, extracting intermediate changes using the Extract Changes operation sometimes fails and returns the error message, "Exporting Data changes failed." if the layer has non-editable, not nullable fields with a default value of null.

This issue has been fixed, and the Extract Changes operation workflow are working as expected.

Workaround

Using the Extract Changes operation to fetch all the latest changes rather than intermediate changes may be a potential workaround.
