Following the ArcGIS Online February 2025 release, Date fields in a CSV file are not recognized as date only when containing dates with MM/DD/YYYY format and days after the 12th of a month.

This is as designed. According to date only fields documentation in https://doc.arcgis.com/en/arcgis-online/manage-data/work-with-date-fields.htm#ESRI_SECTION1_100599F7C2FE479BB1D041F2D7044372:~:text=Input%20format%20for%20date%20only%20fields, the input format for date only fields is YYYY-MM-DD. For example, type 2023-10-06 to store the value for October 6, 2023. MM/DD/YYYY is not an ISO 8601 format. For days before the 12th of a month as a 'date only' option, they are actually recognized as DD/MM/YYYY. For days after the 12th of a month as a date option, MM/DD/YYYY works because we assume the local's date format. We suggest users format all date fields as YYYY-MM-DD instead and then publish.
