Additional Information
Some locators from smaller geographical areas can contain fewer streets that overlap with the same name, so matching to a feature without zone information is still possible. In the case when the input matches 100% or the input is very close to matching almost exactly, results can still be returned for inputs that do not include administrative zones even with the 'Match with no Zones' property set to false. With this property set to true, there are more candidates even without including zones in the input, but setting the value to false will not necessarily exclude fairly unique features from getting matches.
Workaround
Set 'Match with No Zones' to Yes instead.
