This is a limitation in Map Viewer Classic and will not be addressed. Map Viewer Classic is now deprecated (https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662). This issue is not reproducible in Map Viewer. In Map Viewer, use the drop-down button beside the value textbox in the filter to display unique values in the dataset.Workaround
- Use the 'contains' option, but it causes issues and returns more than one result.
- An alternate workaround is to use 'is' 'Value' in place of 'is' 'Unique'.
