This is expected behavior. When "Allow Null" is unchecked, the field created is blank, which is not the same as null and is allowed. This is described in the following documentation, where it is stated that: "A field can be blank when the data type is set to text or the Allow NULL check box is disabled. For example, when a user does not disclose their address and the field value is removed, the field is set to blank instead of ." https://support.esri.com/en-us/knowledge-base/faq-why-is-the-field-set-to-blank-instead-of-null-and-v-000029046
