This issue is not to be addressed. To work around this issue, use the Portal for ArcGIS Map Viewer to create fields or upgrade to ArcGIS Enterprise 11.1.Workaround
Upgrade to ArcGIS Enterprise 11, or create all fields being used with the Smart Editor widget in the Portal for ArcGIS Map Viewer.
