This is not a bug. For scenarios like this, use the expects function to declare the fields to be used. Refer to https://developers.arcgis.com/arcade/function-reference/feature_functions/#expects for more information.Workaround
To get the value to display, explicitly reference the field anywhere in the pop-up configuration.
