[federated server name]_Publishers and [federated server name]_Administrator Portal for ArcGIS groups are not created when designating "Federated Server with Restricted Publishing" server role for additional federated servers if the additional federated servers were federated with the same hostname and domain.

Workaround
Federate the ArcGIS Servers with Portal for ArcGIS with the administrative URL for both parameters ensuring that the multiple ArcGIS Servers do not have the same hostname and domain.The 'Server' item that was created in portal can be shared with a manually created group and the same functionality can be achieved by inviting members to that group to allow publishing.Steps to Reproduce
