Features with attachments configured in ArcGIS Pro do not show any attachments in the Photos and Files field when published to Portal for ArcGIS 10.5.1.

Additional Information

The issue is not reproducible in ArcGIS Enterprise 10.8.

Workaround

Configure the pop-up to show attachments as a link:
  1. Click 'More Options ...' next to the layer in Map Viewer.
  2. Select Configure Pop-up.
  3. Check the 'Show feature attachments as links' check box. The attachments are available in the pop-up for viewing.
