Duplicate of BUG-000106348.Workaround
- Project the data to WGS 1984 Web Mercator Auxiliary Sphere.
- Create the geometric network and publish the services to be used with the ESRI Basemap.
- Use a custom basemap with the same spatial reference as the data.
