The steps involved in reproducing did not enable the query capability for the feature service. With the version of the 3.x JSAPI that is provided with ArcGIS Enterprise 10.8.1, an owner can see the features in a feature service even if query is not enabled; the 4.x JSAPI which ArcGIS Experience Builder uses does not allow the owner to see the features in the feature service; this has since changed, which is why the SaaS Survey123 website displays the features.
