Features disappear when turning on symbol levels when there are exclusions that are part of the legend.

I extracted the excluded data out to a new shapefile and turned off the exclusion in the symbology. Then I modified the sort order of the ranges and flipped the symbols. when I went into the symbol levels it did not match what i had done in the previous step, so I clicked on the Advanced View and changed the priority values based on the range values. so to start the highest range had a green symbol, I changed the value from 6-6 to 0-1 and so on down the list.
