This is a known limitation for FeatureLayer Polylines stated in the documentation: "FeatureLayer Polylines only support center-along label placement in 2D MapViews." See Known Limitation section for the labelPlacement property: https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-support-LabelClass.html#labelPlacementWorkaround
Set the placement to 'center-along' stops the error.
