Workaround

1) Create a TIN from the 'SurfaceLines' feature class utilizing the 3D Analyst > TIN Management > Create TIN tool.2) Run the TIN Triangle tool from 3D analyst > From TIN > TIN Triangle.The end result is a TIN and a 3D polygon emulating the surface.
