Feature templates created in ArcGIS Desktop are not honored when symbology is set to Unique Values and using 'all other values' as a symbol to denote indeterminate values.

Workaround

Add another symbol for 'Undecided', and uncheck 'all other values'. This carries over in the ArcGIS Online feature template.
