Feature services created from offline service definition (SD) files in ArcGIS Pro and published to ArcGIS Server returns the error message, "ERROR 003607: This service definition cannot be published because it was created for use with the ArcMap Service runtime, that is no longer supported. Please republish this service definition using ArcGIS Pro Failed to execute (Publish Service Definition). Failed."

Workaround

Publish the SD file through contents in ArcGIS Pro to a standalone server.

  1. Navigate to the Table of Contents pane in ArcGIS Pro.
  2. Right click Map.
  3. Expand Save As Offline Service Definition.
  4. Click Map Service on standalone server.
  5. Save locally to a server machine.
  6. Navigate to ArcGIS Server Manager.
  7. Click Publish Services under the Services >Manage Services tab.
  8. Select the SD file saved using the above method.
  9. Click Next.
  10. Provide a name, a folder location, and choose to start the service immediately.
  11. Click Next.
  12. Enable any needed capability.
  13. Click Next.
  14. Share to any needed location or group.
  15. Click Publish.
