This is as designed. The goal behind Feature search in the Locate tool is to help user to find a specific record that they are looking for and to zoom to it. It is not the intention of the Locate tool that it would be used to locate all records that match a specific input value. If the goal is to locate all matching records for a specific input value, then the Select By Attributes geoprocessing tool should be used instead.Steps to Reproduce
