Description
Note:
This issue is addressed with ArcGIS 9.1 Service Pack 2 (SP2).
During a spatial adjustment operation, a feature-linked annotation moves twice the distance of its associated feature, if the annotation feature class is set not to create new annotation.
This option is found on the Annotation tab for the Layer Properties in ArcCatalog. This is not a problem for annotation layers with this option checked, which is the default setting.

This is a known issue.
