Feature layers with image attachments that contain special characters (ü, ö) in their names are not displayed in pop-ups when shared as a web layer that references registered data.

This was an issue in the Map Viewer and is not reproducible in ArcGIS Enterprise 11.5.Workaround
Renaming images to remove special characters.
