Additional Information

When connecting as the owner or administrator of a web feature layer, the user has the editing control even when the editing is disabled. This includes being a member of a shared update group that the item is shared with. Connect as a non-administrator user and the editing is disabled.

Workaround

Use earlier versions of ArcGIS Pro.
