Additional Information
The behavior of features getting hidden through scale (visibility) range when the camera moves closer to the ground is expected.
Scale range, and with it, visibility of features, is evaluated per tile and depends on camera angle. On oblique views, when the camera moves closer to the ground, nearby tiles get a higher scale, while distant tiles get a lower scale.
Workaround
Adjust the scale range to make features visible and also for views close to the ground.
