Additional Information
ArcGIS Enterprise 10.6.1 is set to retire on January 1st, 2024. The intention is not to address this issue in the interim.Workaround
Upgrade the enterprise geodatabase. Alternatively, in ArcGIS Pro 3.1 and later, use application-driven feature binning.
