This issue is no longer reproducible in the current software, ArcGIS Pro 3.5.Workaround
To resolve the issue, re-register the feature dataset as versioned. Refer to ArcMap: Registering data as versioned for more information. Read the Caution box to learn about feature datasets and registering as versioned.
