Based on the documentation this is a known limitation in Portal for ArcGIS: https://enterprise.arcgis.com/en/server/latest/publish-services/windows/feature-services-and-client-applications.htm#ESRI_SECTION1_CE856452327D42ED95044D9EC32E4598 "By default, only the HTML entities and attributes listed in the table below can be entered into feature service text fields. If you attempt to add an unsupported entity or attribute, an error is returned."
