Adobe staff confirmed in their support forum (https://forums.adobe.com/thread/2526675) that this is a known issue with some windows printers not using Postscript V4 drivers - this is not an issue in the PDF created by ArcGIS Pro. Workarounds:1. use the "Print As Image" option in Advanced button from Print dialog in Adobe Reader. This will rasterize the print on the computer and send it to the printer as an image, rather than causing processing of the vector PDF in the driver.2. Print to a printer using the Postscript driver, if available.

Use the Print as Image option in the Advanced button from the Print Setup dialog box in Adobe Reader. This rasterizes the print on the computer and sends it to the printer as an image, rather than processing the vector PDF in the driver. As an alternative, print to a printer using the PostsScript driver, if available.
