This issue is not reproducible in ArcGIS Experience Builder. If the issue occurs, contact Esri Support Services as additional information is required for further investigation.Workaround
Create two different featured hosted layers:
- One hosted feature layer will have the settings in ArcGIS Online to Export Data off.
- Use for Experience Builder.
- The other hosted feature layer will have the settings in ArcGIS Online to Export Data on.
- It will be shared directly to the user with administrative privileges'.
