Not reproducible with 10.4.1, 10.5 or 10.5.1. Most likely related to this fix: CR321662 PostgreSQL: Features in a PostgreSQL 9.3 geodatabase feature class shift, if the locale format for the operating system is set to a non-English language.

Workaround

1. Use a period as the decimal separator.2. Use ArcMap 10.4.1 or 10.5.
