Additional Information
The distortion is caused by rasterization. All layers below a picture or transparent layer must be rasterized to maintain transparency. This is a known limitation of the Microsoft GDI system on which ArcMap's display and output are based, and Esri are unable to work around it.

ArcGIS Pro does not have this limitation, so it is recommended to migrate to ArcGIS Pro to resolve this issue.
Workaround
Export less or no graphic pictures to produce crisp, non-distorted parcel output.
