Exporting an ArcGIS Server 10.6 image service in ArcMap 10.4 and later to a PDF results in missing chunks of imagery.

Workaround

To resolve this issue, use one of the following options:
  • Export the PDF using ArcMap 10.3.1 and below.
  • Lower the DPI to below 200.
  • Export the PDF using ArcGIS Pro.
