Exporting a shapefile from ArcGIS writes UTF-8 to a CPG file when the dbfDefault code page value is set to other than UTF-8.

Issue does not take place when exporting the shapefile from ArcMap 10.5. CPJ file of the exported shapefile shows the correct code page definition. It matches the value entered in the windows registry. 'ANSI 1250'. Link to video workflow: https://www.screencast.com/t/mZfVen7ZSteps to Reproduce
