Exporting a layout from ArcGIS Pro 2.4 to a raster-based file that contains a raster with dynamic range adjustment (DRA) with a higher than 150 dpi causes striping or blocking in the result.

Workaround

 

  • Turn off dynamic range adjustment  (DRA) for all raster layers.
  • Export to .pdf.
  • Lower the dpi to below 150.
