Exporting a layout as a TIFF file with the 'transparent background' option enabled causes a black background in ArcGIS Pro 2.5.

Additional Information
JPEG does not support transparency. Therefore, when using JPEG compression for a TIFF output the background will not be transparent. The black background is the expected result. Background transparency is supported with image compression options other than JPEG.Workaround
Set the Image Compression to 'LZW', 'Pack Bits' or 'Deflate'.
