This issue is not reproducible in ArcGIS Pro 2.7. Using a mobile geodatabase accessed from a folder connection using a Uniform Naming Convention (UNC) share, successfully allows XML export.Workaround
Execute the tool with the ".geodatabase" mobile geodatabase on a local drive instead of a Universal Naming Convention (UNC) path shared in a network drive.
