Export Tiles is not listed as an operation for a hosted tile service at the REST endpoint, even when the exportTilesAllowed property has been set to true, if it was not enabled during publishing.

This issue is not reproducible in ArcGIS Enterprise 11.0.Workaround
If the 'Allow this layer to be downloaded and used in offline map' check box is checked on the item's settings in the portal, copy the service URL from the item details page, and append /exportTiles to the end of it.
