Additional Information

We want the st_domain_stats to be disassociated from the st_domain_operators due to the oracle optimizer costing the st_envIntersects function for a full table scan when the data is viewed first at full extent AND then caching the query plan so all subsequent queries in that session will use a full table scan (even when zoomed in where the spatial index should be used). Disassociating will make st_envIntersects always use the spatial index, thus improving the majority of pans and zooms.
