Workaround

Dropping and recreating the spatial index on the feature class will resolve the issue. To determine which class causes the problem preview each individually at less then full extent (e.g., In ArcCatalog with a single zoom in). In this particular case the spatial index on the FishNetLayerName feature class was causing the problem.
